National Project Officer – Emergency ResponseNew

Builds an IOM Philippines roster for future emergency-response deployments, supporting project coordination, implementation monitoring, budgets, data and reporting. Roster members may be mobilised during disasters or humanitarian operations to coordinate with authorities and partners, guide project staff, strengthen community capacity, and oversee response activities when operational needs allow.

• Coordinate and monitor operational, administrative and financial aspects of emergency-response projects
• Track implementation status, identify gaps and propose corrective actions
• Develop and adjust work plans, budgets, monitoring tools and standard operating procedures
• Collect, verify and analyse project data and update information-management and visibility materials
• Prepare and disseminate project reports in line with IOM and donor requirements
• Liaise with donors, partners, UN agencies, local authorities, stakeholders and government counterparts
• Plan and deliver capacity-building activities for staff, partners, communities and government actors
• Supervise and provide technical guidance to project staff and undertake implementation and monitoring travel

• Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field with two years of relevant professional experience, or a Master’s degree in those fields
• Experience liaising with government authorities, national or international institutions, UN agencies and NGOs
• Experience working with migrants, refugees, internally displaced persons, victims of trafficking or other vulnerable groups
• Extensive experience implementing or overseeing humanitarian or emergency-response operations
• Ability to interact with government counterparts, donors and inter-agency clusters
• Fluency in one IOM official language and Tagalog
• Roster members must be locally available and ready to complete onboarding and administrative requirements promptly when deployed

• Prior experience with international humanitarian organisations, NGOs or government institutions in a multicultural setting
• Experience with internally displaced persons and other vulnerable groups
• Emergency-response experience in Shelter, WASH, cash-based interventions, MHPSS, community mobilisation, information management, reporting or health
