Job Description

The National Programme Officer supports IOM’s COFA READY disaster-readiness work in Palau, helping deliver Component 2 of a project covering Palau, the Federated States of Micronesia and the Marshall Islands. The role coordinates government and community partners, strengthens emergency-management systems, monitors results and supports preparedness, mitigation and public-awareness activities.

Summary of Responsibilities

  • Support planning, coordination, implementation and monitoring of COFA READY Component 2 activities in Palau
  • Coordinate government counterparts, community leaders and partners to strengthen disaster preparedness, response and recovery systems
  • Collect and verify attendance sheets, photographs, logbooks, geographic information and other project documentation
  • Develop and implement disaster-management policies, strategies, standard operating procedures and contingency plans
  • Facilitate consultations, technical working groups, workshops, training sessions and simulation exercises
  • Track project indicators, results frameworks, progress and lessons learned
  • Prepare reports, briefing notes, presentations and other programme documentation
  • Coordinate Palauan-language public information on hazards and emergency preparedness

Role Requirements

  • Master's degree in political science, social sciences, international relations, development studies, migration studies, human rights, law, education or a related field, or bachelor's degree in those fields with two years of relevant professional experience
  • Experience in disaster risk reduction, disaster preparedness, emergency management, humanitarian response or related fields
  • Fluency in English

Desired Criteria

  • Experience with international humanitarian organizations, non-governmental or government institutions in a multicultural setting
  • Working knowledge of Palauan
