Job Description
UNICEF seeks a national consultant to develop Zambia's Sustainable Social Assistance Financing Strategy for 2027–2031. Working remotely from Lusaka, the consultant will translate financing projections into an implementation roadmap, analyse fiscal risks, identify financing measures, and establish institutional responsibilities, monitoring and a results framework with government stakeholders.

Summary of Responsibilities
- Develop a costed Sustainable Social Assistance Financing Strategy and financing roadmap
- Undertake political-economy analysis of feasibility, trade-offs and stakeholder incentives
- Prepare a risk assessment and mitigation plan for fiscal, economic and climate shocks
- Identify measures to protect and increase government financing commitments
- Assess efficiency and value-for-money opportunities in social assistance programmes
- Develop institutional arrangements, monitoring arrangements and a medium-term results framework
Role Requirements
- Advanced university degree in economics, finance or a related field
- At least 10 years of relevant professional experience in public finance, social protection financing, fiscal policy or development financing
- English language ability
Desired Criteria
- Experience with Zambian public finance management systems and budget processes
- Experience with government institutions, development partners and international organisations
