Summary of Responsibilities
- Support WFP's social-protection portfolio with a focus on shock-responsive social protection and disaster-risk-financing preparedness
- Build partnerships with Lao ministries to strengthen adaptive social-protection systems and integrate financing mechanisms
- Support initiatives linking risk-financing instruments with social-protection delivery systems
- Contribute to national systems strengthening for cash-based-transfer readiness, disaster preparedness and adaptive social protection
- Undertake policy and operational analysis for national social-protection policies, strategies and financing mechanisms
- Engage government, UN agencies, development partners, financial institutions, NGOs and other stakeholders
- Develop and disseminate knowledge products, technical guidance, policy briefs, presentations and learning materials
- Support capacity-building, knowledge-sharing, monitoring, reporting and communications for programme interventions
Role Requirements
- Advanced university degree in Public Policy, Public Administration, International Development, International Relations, Economics, Social Sciences, Disaster Risk Management, Finance, Insurance or a related field, or a first university degree with additional related work experience and training
- At least five years of relevant professional experience in national development programmes, social protection, disaster risk management, disaster risk financing, food security, climate resilience or emergency response
- Experience in policy development and programme-cycle management including design, implementation, coordination, monitoring, reporting and stakeholder engagement
- Fluency in oral and written English and Lao
Desired Criteria
- Experience with UN organisations, government institutions, development partners or NGOs in social protection or disaster-risk financing
- Knowledge of shock-responsive and adaptive social protection and cash-based assistance
- Knowledge of disaster-risk-financing and insurance approaches
