Job Description
Leads quantity surveying and cost management for civil-engineering infrastructure projects, ensuring accurate estimates, support and financial control. The role develops measurement approaches and bills of quantities, validates estimates and cost data, advises on tendering, claims and variations, and establishes quality controls and benchmarks that improve cost-effective project delivery.

Summary of Responsibilities
- Undertake multi-site technical assessments and establish quantity-assessment and cost-estimation methodologies
- Interpret drawings, surveys, specifications and geotechnical information for design and cost decisions
- Lead and validate complex estimates and advise stakeholders on quantities, specifications and pricing assumptions
- Develop and quality-control bills of quantities, measurement methods and quantity take-offs
- Advise tendering and bid evaluation on technical compliance, commercial risks and value for money
- Review variations, contractor claims, new rates and as-built quantity assessments
- Maintain cost databases and prepare management reports on trends, risks and variances
Role Requirements
- Advanced university degree in civil engineering, construction technology and management or a related field with at least five years of relevant experience, or a bachelor's degree with at least seven years
- At least five years of relevant experience in civil engineering, quantity surveying, cost estimation or construction project support
- At least five years of experience preparing engineering estimates, bills of quantities, quantity take-offs and cost analyses
- At least five years of experience in site measurement, as-built quantity assessment and verification of executed works
- Valid practicing professional construction-management license
- Fluent English
- Fluent Amharic
Desired Criteria
- Professional qualifications or certifications in quantity surveying, cost estimation or construction management
- Experience with construction materials, methods, local market prices, labour rates and supplier or service costs
