Job Description
Provides technical advice to develop Albania’s Land Parcel Identification System for EU accession. The advisor guides LPIS design, pilots and integration with national systems, assesses data and institutional capacity, supports ARDA and government stakeholders, develops specifications and operating requirements, and builds national capacity for compliant land administration and subsidy management.

Summary of Responsibilities
- Refine LPIS objectives with ARDA and stakeholders
- Assess EU LPIS models and integration capacity
- Lead LPIS pilot design and implementation
- Develop technical specifications and operational requirements
- Map cadastral, land-map and satellite-imagery data sources
- Recommend system design and scalability strategies
- Build ARDA capacity for system design and data integration
Role Requirements
- Bachelor’s degree in agricultural engineering, rural planning, GIS, geography or a related field with nine years of relevant experience; or master’s degree with seven years
- Relevant experience in land-management systems
- Familiarity with EU agricultural regulations, IACS and LPIS
- Fluent English
Desired Criteria
- Experience with property-rights digitalisation and land administration
