Job Description
Supervises construction works, quality assurance and progress control for UNOPS civil and hydraulic infrastructure assignments across Madagascar. The analyst advises on engineering risks, manages contractors and technical documentation, monitors scope, budget and schedule, verifies materials and site safety, and prepares assessment, site-visit and donor reports on delivery progress and issues.

Summary of Responsibilities
- Advise the senior civil engineer on construction-engineering risks and improvements
- Assess hydraulic-infrastructure needs and prepare assessment reports
- Monitor project plans and strategies against scope, budget and schedule
- Manage contractors and contract execution against technical documentation
- Prepare and verify terms of reference, work descriptions and technical documents
- Maintain legally compliant site documentation and activity reports
- Supervise construction-material quality and technical specifications
- Review contractor quality, health and safety, social and environmental plans
Role Requirements
- Secondary-school diploma with six years of relevant experience, technical higher diploma in Civil Engineering or similar field with four years, Bachelor’s degree with two years, or Civil or Hydraulic Engineering diploma
- At least two years of experience in civil or hydraulic infrastructure
- Ability to supervise field works, identify and resolve deviations and problems
- Fluent French and Malagasy
