International Consultant – Gavi 6.0 Country Application

Support South Sudan’s Ministry of Health, WHO, UNICEF and partners to prepare the Gavi 6.0 holistic country application. The consultant will lead immunization analysis, multi-year planning, costing, financing, results-framework design, stakeholder validation, submission and final handover in Juba.

• Conduct inception planning and a comprehensive immunization programme situational analysis
• Lead stakeholder consultations and develop the 2026–2030 multi-year immunization plan
• Prepare costing financing gap analysis and a sustainability roadmap
• Draft the Gavi 6.0 application results framework narrative annexes and endorsement documents
• Facilitate national validation support formal submission and deliver the final report and handover

• Hold a master’s degree in public health epidemiology health policy health economics health systems or a related field
• Have at least ten years of relevant experience in immunization and health-systems programming
• Demonstrate experience developing Gavi applications immunization strategies or national health-sector plans
• Have experience in programme costing financial analysis donor proposals grants management or resource planning
• Demonstrate excellent written and spoken English and knowledge of a local language

• Experience in a developing country or the region including South Sudan
• Experience with WHO or another United Nations agency
