Senior Technical Officer - Health Systems Development & Strengthening

Provides field-level health-systems strengthening and emergency coordination for WHO in South Sudan. The volunteer advises government counterparts, improves essential-service delivery and information systems, builds workforce capacity, and supports surveillance and response to outbreaks and other public-health emergencies.

• Guide national and state health strategies and implementation plans
• Advise on health governance, policy, service organisation and management programmes
• Support design of an equitable essential health-services package
• Identify health inequities and improve access for vulnerable groups
• Plan and deliver health-workforce capacity building
• Strengthen health information systems, performance monitoring and operational reporting
• Coordinate county and hub readiness, surveillance and emergency response when designated
• Produce deployment plans, epidemiological profiles, alert records, readiness reports and after-action reviews

• Master’s degree in medicine or a related field, with public-health or health-policy, planning and financing specialisation
• At least seven years of progressive relevant experience in health policy, planning and management, health-systems development or emergency health-service delivery
• Ability to coordinate multidisciplinary teams and translate technical guidance into field action
• English

• Field travel to remote or insecure locations may be required when cleared
