Programme Policy Officer, Capacity Transfer and Emergency Preparedness and Response

Strengthens Armenian government capacity for emergency preparedness and response and supports transfer of WFP systems to national institutions. The officer develops policies, frameworks and roadmaps, delivers training and simulations, coordinates partners and produces evidence, reports and knowledge products.

• Support government policies and reforms for emergency preparedness and response
• Develop institutional frameworks, roadmaps, action plans and digital solutions
• Transfer WFP emergency systems, tools and operational practices
• Translate risk analysis and lessons learned into policy recommendations
• Deliver technical assistance, training, coaching and simulation exercises
• Coordinate government, United Nations, civil-society, academic and business partners
• Represent WFP in technical working groups and policy dialogues
• Produce reports, knowledge products and institutional-learning materials

• Advanced university degree in economics, social sciences, disaster risk management, public policy or a related field
• At least seven years of postgraduate professional experience in government capacity strengthening, institutional development or systems reform
• Strong analytical, planning, communication and stakeholder-engagement skills
• Knowledge of government structures and humanitarian coordination mechanisms
• Fluency at level C in English and Armenian
