Job Description
IOM seeks a consultant in Yerevan to develop a practical curriculum on biometrics and identity management for Armenia’s Ministry of Internal Affairs. The assignment will review laws, standards and IOM guidance; assess training needs; create learning materials; deliver a training-of-trainers package; support rollout; and report findings and recommendations for migration-management capacity.

Summary of Responsibilities
- Review IOM guidance, national legislation and international standards on biometrics and identity management
- Assess training needs, audiences and priority topics with IOM and government counterparts
- Develop curriculum, learning materials and a multiple-choice testing component
- Present and revise curriculum materials following validation feedback
- Design and deliver a training-of-trainers package and assess participants
- Support training rollout and submit final findings and recommendations
Role Requirements
- Advanced degree in law, public administration, migration studies, education, social sciences or a related field with five years of experience, or first-level degree with seven years
- Expertise in biometrics, identity management and legal identity systems
- Knowledge of Armenia's legal, institutional and operational identity-management framework
- Experience developing curricula and capacity-building programmes for public institutions
- Fluency in English
Desired Criteria
- Working knowledge of Russian
- Experience with Armenian government institutions and the Ministry of Internal Affairs
