Job Description
UNDP's Information Technology Analyst supports Nepal's Provincial and Local Governance Strengthening Programme in Koshi Province. The role advances e-governance, ICT and data-management systems for provincial and local governments, provides technical guidance and quality assurance, builds institutional capacity, and promotes inclusive digital public services, reporting and knowledge sharing.

Summary of Responsibilities
- Advise provincial government units on e-governance systems, accessibility and connectivity
- Support planning of ICT and e-governance activities and provincial implementation plans
- Develop and harmonize ICT management tools, systems and guidelines
- Build cross-learning, training packages and e-learning systems for governments and stakeholders
- Monitor e-governance work, develop result trackers and support online repositories
- Ensure corporate ICT security requirements and provide ICT helpdesk support
- Mainstream gender equality and social inclusion in digital systems and capacity development
Role Requirements
- Advanced degree in e-governance, information and communication technology, computer science or a related field, or bachelor's degree with two additional years of relevant experience
- Applicants with a bachelor's degree need at least 2 years of experience in ICT and e-governance using innovative public-service strategies and tools
- Fluency in English and Nepali
Desired Criteria
- Experience with MS Office and web-based management or analytical tools
- Experience developing IT or e-governance systems and intergovernmental relations
- Experience delivering IT and e-governance training
- Experience designing, maintaining or upgrading database systems
- Experience with user-centered design, user research and testing
- Experience developing web applications, databases or mobile applications
- Knowledge of Sustainable Development Goals and local governance
- Experience with Gender Equality and Social Inclusion in local governance
- Experience in Koshi Province and its local-government context
