The specialist leads due diligence, assesses design and operational risks, aligns technical assumptions with financial models, advises public counterparts on regulatory constraints, and shares practical lessons to strengthen transport investment and private-sector participation.

• Lead technical due diligence across transport projects
• Translate technical findings into financial and risk implications
• Assess project designs against demand and operational efficiency
• Review EPC, operations and concession contractual frameworks
• Screen opportunities and shape bankable private-financing pathways
• Advise public counterparts on project and regulatory reforms
• Monitor portfolio technical performance and corrective actions
• Develop guidance and share lessons across regions

• Master’s degree in transport, civil or related engineering
• At least 12 years of experience in technical project work and private-sector investment or PPP environments
• Strong understanding of PPP and concession frameworks
• Ability to communicate effectively in English
