Job Description

UNOPS seeks a home-based HR Officer to deliver compliant, client-oriented human-resources services for UNODC field units across Africa, Europe and Asia. The role advances HR policy and workforce initiatives, advises on complex personnel matters, oversees talent acquisition and contract administration, and supports learning, HR analytics and knowledge sharing for global operations.

Summary of Responsibilities

  • Contribute data-driven insights to HR policy development, corporate initiatives and workforce planning
  • Provide strategic HR-policy guidance and support on complex personnel relations matters
  • Oversee talent acquisition, job classification, onboarding, performance management, benefits and contract administration
  • Lead workforce planning and personnel realignment activities with corporate HR teams and partners
  • Facilitate HR learning sessions, knowledge sharing, research and HR reports for assigned operations

Role Requirements

  • Bachelor's degree in any discipline with 2 years of relevant experience, or a master's degree in any discipline with no relevant experience
  • Experience in recruitment, HR contract administration, employee relations, organization design and development, or related areas
  • Experience using collaboration and productivity tools and web-based management systems
  • Fluent English
  • Applicants must be nationals of countries in Africa, Europe or Asia, or hold a valid residence and work permit in those countries

Desired Criteria

  • A globally or nationally recognized professional certificate in Human Resource Management
  • Experience working in multicultural environments or UN system organizations in a developing country
  • Experience in development or humanitarian contexts
