Job Description
Leads health-emergency operations supporting the Ministry of Health and partners in Gaza, coordinating prevention, control and response measures when health risks escalate. The officer manages teams and outbreak-response activities, strengthens health-service delivery and surveillance, provides technical guidance and research, and helps protect populations from excess morbidity and mortality.

Summary of Responsibilities
- Manage the team and implementation of the health-emergency response plan
- Manage health operations supporting the Ministry of Health and partner organisations
- Plan and implement communicable-disease programmes and high-risk-group interventions
- Monitor prevention, detection, verification and investigation of outbreak risks
- Manage rapid-response teams for alert investigation and field risk assessments
- Support health facilities with infrastructure, equipment, medicines and public-health supplies
- Provide technical assistance on vaccination, surveillance, vector and infection control
- Conduct research on disease causes, transmission, diagnostics, prevention and treatment
Role Requirements
- Advanced university degree in medicine, public health, epidemiology or a related field
- At least seven years of related health-operations experience at national and international levels
- Experience managing outbreaks and health emergencies in low- and middle-income countries
- Experience managing human and financial resources
- Expert knowledge of English
Desired Criteria
- Specialised training in emergency management or humanitarian response
- Experience in outbreak or health-emergency management
- Experience developing strategies and action plans within WHO or UN agencies
- Experience with health-cluster partners or humanitarian organisations
