Job Description

Leads health-emergency operations supporting the Ministry of Health and partners in Gaza, coordinating prevention, control and response measures when health risks escalate. The officer manages teams and outbreak-response activities, strengthens health-service delivery and surveillance, provides technical guidance and research, and helps protect populations from excess morbidity and mortality.

Summary of Responsibilities

  • Manage the team and implementation of the health-emergency response plan
  • Manage health operations supporting the Ministry of Health and partner organisations
  • Plan and implement communicable-disease programmes and high-risk-group interventions
  • Monitor prevention, detection, verification and investigation of outbreak risks
  • Manage rapid-response teams for alert investigation and field risk assessments
  • Support health facilities with infrastructure, equipment, medicines and public-health supplies
  • Provide technical assistance on vaccination, surveillance, vector and infection control
  • Conduct research on disease causes, transmission, diagnostics, prevention and treatment

Role Requirements

  • Advanced university degree in medicine, public health, epidemiology or a related field
  • At least seven years of related health-operations experience at national and international levels
  • Experience managing outbreaks and health emergencies in low- and middle-income countries
  • Experience managing human and financial resources
  • Expert knowledge of English

Desired Criteria

  • Specialised training in emergency management or humanitarian response
  • Experience in outbreak or health-emergency management
  • Experience developing strategies and action plans within WHO or UN agencies
  • Experience with health-cluster partners or humanitarian organisations
