Job Description

Leads the Health Emergencies Project and Change Management Office, strengthening portfolio governance, delivery discipline and the digital ecosystem for global health-emergency preparedness and response. The role directs project resources, drives change adoption, and advises senior leaders on data, technology, platforms, risk, performance and delivery decisions.

Summary of Responsibilities

  • Lead project managers, change managers and support officers using established project-management standards
  • Map customer journeys and define change, training and user-adoption approaches with business units
  • Manage portfolio plans, dependencies, risks, milestones and reporting for senior-management decisions
  • Oversee the WHE Digital Ecosystem for coherence, impact, value for money and strategic alignment
  • Monitor strategic cross-cutting projects including the Pandemic Fund
  • Establish project-management governance, platforms, templates and reporting discipline across WHE
  • Advise leadership on digital architecture, technology selection, data strategy and transformation

Role Requirements

  • Master’s degree in business administration, project management, engineering, computer science or a related discipline
  • Professional qualification or foundation certification in project-management methodologies such as PMI or PRINCE2
  • At least 10 years of experience delivering complex cross-functional or interdependent projects, including international experience
  • Experience leading a project-management office or large-scale complex programmes
  • Experience implementing tracking systems, reporting mechanisms, operational improvements and data or digital strategy
  • Expert knowledge of English

Desired Criteria

  • Training in software development life cycles, ITIL 4 or other technology methodologies
  • Certification or formal training in enterprise architecture, data governance or digital health
  • Management consulting experience
  • Experience managing complex projects in a UN and health context
  • Experience in change management, quality assurance and communications
  • Familiarity with AI/ML, interoperability platforms and cloud infrastructure for health emergencies
