Job Description
Leads the strategic development, delivery and oversight of IOM Colombia's country-office programme portfolio. The role aligns activities with national and organisational priorities, strengthens donor and partner engagement, guides programme teams and sub-offices, and ensures sound reporting, policy compliance, risk management and organisational learning across the portfolio.

Summary of Responsibilities
- Oversee development, implementation and monitoring of country-office programme activities
- Develop the country-office programme overview and key milestones to support the Chief of Mission’s planning and decisions
- Shape new programme actions with relevant units in line with IOM Colombia, national, regional and global priorities
- Support targeted fundraising and recommend donor and partner engagement opportunities
- Oversee internal and external narrative and financial reporting to meet IOM and donor requirements
- Guide Programme Officers and Heads of Sub-Offices on project development, donor relations, government liaison and information management
- Ensure compliance with project management, HR, financial management, donor-reporting and risk-management policies
- Promote monitoring, evaluation and learning by integrating lessons and best practices into implementation
Role Requirements
- Master’s degree in International Studies or a related field with seven years of relevant professional experience, or a university degree in those fields with nine years
- Experience establishing and maintaining high-level relationships with government authorities, diplomatic missions, donors, international organizations, NGOs, the UN Country Team, private-sector actors and media
- Managerial experience in staff management
- Experience in project development, implementation and reporting, including financial and budgetary aspects
- Fluency in English and Spanish, oral and written
