Job Description

Based in Ashgabat, this P-4 officer leads UNOCT engagement with Central Asian governments, regional organisations and civil society on counter-terrorism and preventing violent extremism. The role manages capacity-building programmes, technical assistance and policy work, coordinating regional partners, budgets, research, training and missions for the Central Asia Joint Plan of Action.

Summary of Responsibilities

  • Lead counter-terrorism and PCVE engagement with Central Asian governments, regional organisations, civil society and other stakeholders
  • Oversee programmes and projects delivered from the Ashgabat regional presence and coordinate with UNOCT thematic programmes
  • Provide technical assistance on implementing the Central Asia Joint Plan of Action for national and local authorities, legislatures, civil society and the private sector
  • Monitor project development and implementation, identify issues and initiate corrective action with relevant parties
  • Coordinate policy development, research, surveys, data-collection tools and written analytical outputs
  • Manage programme and project budget preparation, funding submissions, progress reports and financial statements

Role Requirements

  • Advanced degree in business administration, management, economics, law, political science or a related field, or a first-level degree with two additional years of qualifying experience
  • At least seven years of progressively responsible experience in project or programme management, administration or a related area
  • Experience managing counter-terrorism or PCVE capacity-building and technical-assistance projects
  • Experience working with or for Central Asian authorities
  • English and Russian at UN Language Framework Level III
