Job Description

Leads social and behaviour change, risk communication and community-engagement work within UNICEF Venezuela’s response. The UN Volunteer establishes social-listening and feedback systems, integrates evidence-driven community participation across sectors, supports partners and strengthens capacities so humanitarian messages, services and decisions remain inclusive, responsive and accountable.

Summary of Responsibilities

  • Lead integration of SBC, RCCE and AAP into multisectoral emergency-response plans and actions
  • Validate and support implementation of an integrated SBC and RCCE emergency strategy
  • Support rapid social and behavioural assessments to identify priority behaviours, barriers, perceptions and exclusion risks
  • Strengthen safe community-feedback, complaints and response mechanisms and close feedback loops
  • Establish rumour- and misinformation-management mechanisms linked to programme decisions and community engagement
  • Guide design, testing, adaptation and dissemination of culturally relevant, inclusive and accessible messages and materials
  • Support inter-agency RCCE and AAP coordination and reflect UNICEF priorities in joint plans
  • Build capacities of public institutions, UNICEF teams and partners in emergency SBC, RCCE, AAP and social listening

Role Requirements

  • At least ten years of relevant professional experience in social and behaviour change, communication for development, risk communication and community engagement, social mobilisation, community participation or related areas
  • Experience designing, implementing, coordinating and monitoring social and behaviour change strategies in humanitarian, public-health, displacement, complex-crisis or natural-hazard contexts
  • Experience integrating SBC, RCCE and AAP approaches in multisectoral responses
  • Experience conducting social and behavioural assessments, social listening, perception and rumour analysis, and community-feedback mechanisms
  • Experience strengthening capacity through training, technical accompaniment, mentoring and on-the-job learning
  • Spanish

Desired Criteria

  • Experience in rapid-deployment emergency responses or surge mechanisms
  • Experience in public-health emergencies and immunization
  • Experience in inter-agency RCCE or AAP coordination
  • Experience designing multimedia campaigns and channel-adapted materials
  • Professional experience in Venezuela, Latin America and the Caribbean or other humanitarian and development contexts
  • Knowledge of UNICEF or other UN procedures

  • Frequent travel to affected states and municipalities may be required
