Job Description
Independently assesses fifteen completed UNEP Special Programme projects that strengthen chemicals and waste management. The consultant gathers and analyses country data, prepares inception and interim reports, evaluates aggregate programme performance, and delivers findings and recommendations that guide the Secretariat’s future work and improve implementation across participating countries.

Summary of Responsibilities
- Conduct data collection in selected countries
- Analyse evidence gathered from the closed projects
- Formulate findings, conclusions and recommendations
- Prepare inception and interim assessment reports
- Deliver draft and final assessment reports covering fifteen projects
Role Requirements
- Master's degree in Management, Social Sciences, Economics, Environment, Development, Law, Natural Sciences or a related field
- At least five years of monitoring and evaluation experience assessing large regional or global programmes
- Fluency in English
Desired Criteria
- Experience evaluating UN or development-agency projects or programmes
- Understanding of multilateral environmental agreements on chemicals and waste
- Ability to compile reports from multiple expert and data-source inputs
