Job Description
This remote, part-time UNEP consultancy delivers governance, legal and institutional chapters for four environmental projects in Kuwait. The expert prepares and reviews national strategies, action plans and Multilateral Environmental Agreement content, strengthening implementation frameworks, legal feasibility, coordination and alignment with Kuwait’s environmental commitments.

Summary of Responsibilities
- Prepare, review and finalize governance, institutional and legal chapters for national strategies and action plans
- Develop governance architectures, institutional arrangements, coordination structures and implementation responsibilities
- Produce consistent English and Arabic versions of project outputs
- Assess legal, regulatory and institutional frameworks and identify reforms for implementation
- Ensure provisions on compliance, enforcement and inspection align with Kuwait's framework and UNEP guidance
- Integrate stakeholder feedback into successive governance and Multilateral Environmental Agreement drafts
- Strengthen national coordination, implementation, reporting and inter-agency cooperation arrangements for Multilateral Environmental Agreements
Role Requirements
- Advanced degree in environmental law, environmental governance, public policy, international environmental law, sustainable development or a related field, or a first-level degree with two additional qualifying years
- At least 5 years of progressively responsible experience in environmental governance, environmental law, institutional development, public policy or Multilateral Environmental Agreement implementation
- Experience drafting or technically reviewing national environmental strategies, action plans, legal or policy frameworks
- Experience with environmental governance frameworks, institutional arrangements and legal and regulatory systems
- Experience supporting Multilateral Environmental Agreement implementation or reporting
- Fluent written and spoken English and Arabic
Desired Criteria
- PhD degree
- Knowledge of environmental work in the West Asia region
