Job Description
Leads employment, entrepreneurship and economic-recovery interventions for war-affected communities in Ukraine. The role connects skills development, employers and local institutions with viable work and enterprise pathways, manages portfolio delivery and grants, and builds partnerships, evidence and reporting that strengthen inclusive local area-based recovery.

Summary of Responsibilities
- Assess employment, business and development needs of communities and institutions
- Develop training and re-skilling programmes for war-affected people and vulnerable groups
- Coordinate employers and business-support organizations to create employment and enterprise pathways
- Manage grant programmes and procure goods, services and infrastructure for the portfolio
- Monitor results, risks, indicators and field implementation against quality standards
- Build partnerships with authorities, businesses, civil society and development partners
Role Requirements
- Advanced degree in business administration, public administration, management, economics, political sciences, social sciences or a related field, or a first-level degree with two additional years of qualifying experience
- At least two years of relevant experience in design, implementation, monitoring and evaluation of humanitarian or development projects related to livelihoods or economic recovery
- Fluency in English and Ukrainian
- Open to nationals only
Desired Criteria
- Experience with international or multilateral organizations is desirable
- Experience in labor-market support, entrepreneurship promotion or business development is desirable
- Experience drafting proposals, advisory documents and results-focused reports is desirable
