EmONC Assessment towards Improving Emergency Obstetric and Newborn Care

Leads a national EmONC Light Assessment in Bhutan to measure service availability, readiness, utilisation and quality of emergency obstetric and newborn care. The consultant will adapt assessment tools, guide field data collection and analysis, link facility data with accessibility mapping, and deliver evidence and recommendations for Ministry of Health policy and programme decisions.

• Develop the study design and sampling methodology for selected health facilities
• Finalise the study protocol with the technical working group
• Adapt the EmONC Light Assessment Tool to Bhutan’s care definitions and data-collection needs
• Lead the assessment plan, timeline, participant orientation and self-assessment arrangements
• Coordinate district health teams and obtain data-collection clearance from the appropriate authorities
• Train service providers and supervise field data collectors across BEmONC and CEmONC facilities
• Link facility data with UNICEF GIS and travel-time accessibility analyses
• Produce the needs-assessment report and disseminate national findings

• Medical doctor or gynaecologist with a Master’s degree in public health, an advanced postgraduate degree in public health or reproductive health, or a related field
• Ten years of experience
• Demonstrated experience conducting complex assessments, reviews and training in sexual and reproductive health
• Strong qualitative and quantitative data analysis, research and writing skills in maternal and neonatal health
• Strong policy analysis and writing skills
• Fluency in written and oral English
