Job Description

UNFPA seeks an international consultant to lead the YES project evaluation in Benin for 2023–2026. The assignment covers inception, field data collection, analysis, reporting and dissemination, and evidence for future phases. It requires a relevant master’s degree and more than ten years’ experience in public health, development or international cooperation, with strong French and reading English.

Summary of Responsibilities

  • Design the evaluation framework, questions, matrix and data-collection methods
  • Conduct document review, preliminary interviews and stakeholder sampling
  • Collect field information from stakeholders and beneficiary communities
  • Analyze collected data through triangulation and produce draft and final reports
  • Present evaluation findings to stakeholders during dissemination
  • Assess project implementation and expand evidence for future project phases

Role Requirements

  • Master’s degree or equivalent in public health, medicine, epidemiology, community health, reproductive health, demography, health programme management, digital health or a relevant discipline
  • More than ten years of professional experience in public health, social development or international cooperation
  • Experience managing and evaluating complex development projects or programmes
  • Experience coordinating multidisciplinary teams
  • Strong knowledge of French and ability to read and understand English documents

Desired Criteria

  • Doctorate or specialization in sexual and reproductive health, adolescent and youth health or public-policy evaluation
  • Experience with digital-health solutions and youth digital platforms
  • At least five development-project or programme evaluations in the past ten years
  • At least three final or midterm evaluations financed by technical and financial partners or UN agencies
  • Knowledge of OECD-DAC evaluation criteria
