Job Description
Generates health-economic evidence for UNICEF Viet Nam to refine national health-insurance policy on acute malnutrition treatment. The national consultant will conduct systematic reviews, model reimbursement and contribution-rate impacts, and assess cost-effectiveness, affordability and fund revenue to inform policy options for children under five and national decisions.

Summary of Responsibilities
- Conduct a systematic review of acute malnutrition treatment for children under five
- Define the treatment package, including eligibility, delivery settings, components, commodities and reimbursement arrangements
- Develop a budget impact model for Health Insurance Fund reimbursement of nutrition interventions
- Analyse the contribution-rate roadmap for five insured groups and its distribution across payers
- Model health-insurance revenue changes across the policy roadmap and undertake sensitivity analysis
- Finalize the analytical plan and implementation workplan based on the approved research outline
Role Requirements
- Master's degree in health economics, public health, epidemiology, health policy, nutrition, health sciences or a closely related discipline
- Minimum 10 years of relevant professional experience in health economics, health financing, health policy research or closely related areas
- Experience conducting systematic reviews, preferably of economic evaluations and in line with PRISMA standards
- Experience developing budget impact analyses or health economic models for health insurance benefit design or financing decisions in Viet Nam
- Fluency in written and spoken Vietnamese and English
