Job Description

Conducts a national desk review and update of Nigeria’s essential health-service package, integrating Essential Public Health Functions into service delivery. The consultancy develops an assessment framework, analyses gaps and comparable practice, convenes stakeholder validation and delivers recommendations, reports and a final package to strengthen health security and universal health coverage.

Summary of Responsibilities

  • Conduct an inception meeting with relevant stakeholders
  • Develop an inception report and workplan
  • Review national, regional and international documents systematically
  • Develop an EPHF assessment and mapping framework
  • Undertake gap analysis of existing service packages
  • Document best practices from comparable countries
  • Draft recommendations for integrating EPHFs into service packages
  • Facilitate stakeholder review and validation of the updated essential health-services package

Role Requirements

  • Advanced university degree in public health, health policy and planning, epidemiology, health systems, health economics, medicine or a related field
  • At least 5–7 years of relevant public-health or health-systems-strengthening experience
  • Experience in health policy analysis and health-service-package development
  • Understanding of Nigeria’s health system and the WHO Essential Public Health Functions framework
  • Experience conducting desk reviews, policy analyses and technical report writing
  • Expert knowledge of English

  • Monthly consultancy fee is linked to the National Professional Officer NO-C salary scale for Abuja
