Job Description

Leads IMF capacity-development projects on revenue administration for member countries across several regions. The economist develops tax-policy and administration reform strategies, advises on governance, compliance, digital transformation and revenue analytics, manages technical-assistance experts, and contributes research and analytical work to Fund missions on tax and customs administration.

Summary of Responsibilities

  • Lead capacity-development projects on revenue administration across assigned regions
  • Develop strategies for major tax-policy and administrative reforms
  • Advise tax and customs administrations on organisation, management, governance and collection procedures
  • Analyse tax revenue performance, tax gaps and tax yield
  • Develop service and enforcement compliance programmes and digital-transformation initiatives
  • Manage medium-term capacity-development projects supporting country revenue reforms
  • Manage and backstop revenue-administration experts in member countries and regional centres
  • Contribute research and analytical work and participate in Fund missions on revenue administration

Role Requirements

  • Advanced university degree or equivalent qualification relevant to professional work
  • At least four years of professional experience
  • Strong oral and written communication skills in English
  • Excellent interpersonal skills and ability to maintain effective relations with national authorities and donors
  • Ability to handle sensitive issues with discretion in a multicultural environment

Desired Criteria

  • Ten years of experience with a tax or customs administration or an international organisation providing capacity development on revenue policy and administration
  • Senior-management experience in a revenue administration
  • Experience implementing and governing major tax-policy and administration reforms
  • Understanding of effective tax policies and administrative approaches for developing countries
