Job Description

Leads UNICEF Liberia's operations function as a senior management-team member and strategic business partner to the Representative. The role directs administration, finance, digital impact, supply, risk and people-management systems; guides audit, compliance and fiduciary controls; and ensures efficient, resilient operations that enable programme and humanitarian results for children.

Summary of Responsibilities

  • Lead the country office operations functions and support the Representative in managing the office
  • Act as Officer-in-Charge when the Representative is absent
  • Drive fiduciary risk management across financial performance, fraud exposure, procurement and asset management
  • Represent governance systems, policies and risk perspectives in Country and Senior Management Team discussions
  • Lead audit reviews, respond to observations and monitor implementation of recommendations
  • Guide supply and logistics strategies and advisory support to governments, national systems and partners
  • Oversee transactions processed by GSSC for efficiency, performance, risk management and fraud prevention
  • Ensure emergency procedures enable timely humanitarian assistance in fragile and humanitarian contexts

Role Requirements

  • Advanced university degree in business management, financial management, accounting, public finance or a related operations field, or a valid professional accounting designation
  • At least eight years of professional experience in strategic organizational initiatives across operations management
  • Experience in budget, financial management, facilities, administration, supply and logistics, ICT or human resources
  • Experience in Results Based Management
  • Fluency in English
  • Familiarity with Microsoft Office applications

Desired Criteria

  • Experience in the development sector, UN system or international NGOs
  • Experience with private-sector fundraising operations
  • Experience in audit and investigations, safety and security, grant management or enterprise risk management
  • Experience in a developing country or humanitarian or emergency context
  • Experience supporting client-oriented work units
  • Previous hands-on experience in strategic operations
