Job Description

Leads UNICEF Guinea-Bissau's strategic operations as deputy to the Head of Office, connecting finance, administration, supply, ICT, facilities, security and risk management to country-programme delivery. The role guides operational decisions, strengthens governance and controls, supports audits and partnerships, and ensures services and resources enable effective results for children.

Summary of Responsibilities

  • Lead strategic operations and provide risk-informed analysis, advice and services for country-programme decisions
  • Coordinate budget, financial management, facilities, administration, supply, logistics, ICT, safety and security services
  • Support audits by coordinating preparation, responses to observations and implementation of recommendations
  • Guide supply and logistics strategies, procurement and advisory support to national systems and partners
  • Oversee GSSC business transactions for efficiency, performance, risk management and fraud prevention
  • Support resource mobilisation and partnerships and resolve operational bottlenecks with government counterparts
  • Lead the UN Operations Management Team and serve as the office security focal point

Role Requirements

  • Advanced university degree in business management, financial management, accounting, public finance or a related operations function, or an internationally recognised professional accounting designation
  • At least 8 years of professional experience in strategic organisational initiatives in one or more operations management areas
  • Fluency in French and English
  • Experience in Results Based Management
