Job Description
Provides senior operational and strategic support to UNEP's Corporate Services Division, strengthening financial stewardship, corporate planning and resource management. The role advises the Division Director, leads budget-governance support and financial-rule reviews, and coordinates planning, reporting and stakeholder engagement across UNEP and the wider United Nations system.

Summary of Responsibilities
- Advise the Division Director on technical and functional issues across UNEP's operational spectrum
- Oversee programme and administrative tasks including budgets, financial management, resource management and workforce planning
- Lead secretariat services for the Budget Steering Committee on resource projection, allocation and utilisation
- Review supplementary financial rules for alignment with UN financial regulations and internal policy guidance
- Represent UNEP in the inter-agency Budget and Financial network and propose context-specific interventions
- Direct preparation of reports for intergovernmental bodies including UNEA, ACABQ, CPC and the General Assembly
- Lead data analysis for planning, decision-making, presentation and reporting across the Division
- Manage, develop and train staff while strengthening divisional processes and internal controls
Role Requirements
- Advanced university degree in business or public administration, finance, accounting, social sciences or management, or a first-level university degree with two additional years of qualifying experience
- At least fifteen years of progressively responsible experience in financial management, administration, budget management and internal control
- At least ten years of experience managing implementing partners, multi-stakeholder trust funds and financial and budgetary reviews
- At least five years leading and implementing organisation-wide financial strategies
- At least ten years supervising and managing multidisciplinary professional teams in budget and financial management
- Fluency in English
Desired Criteria
- Completion of degree or non-degree programmes in data analytics, business analytics or data science
- Professional certification in a management discipline
- Experience applying IPSAS and contributing to IPSAS-related policies and annual financial statements
- Experience preparing intergovernmental budgetary and policy processes
- Experience delivering training or capacity building on financial and legal arrangements for implementing partners
- Experience in data analytics or a related area
