Job Description

IOM seeks a Deputy Chief of Mission to lead its Libya Country Office and manage early-recovery, durable-solutions and development programming. The post represents IOM with authorities and donors, shapes country strategy and frameworks, oversees programme compliance and field delivery, leads resource mobilisation, deputises for the Chief, and supervises monitoring, evaluation and staff development.

Summary of Responsibilities

  • Represent IOM activities with Libyan authorities, diplomatic actors, donors and other stakeholders
  • Support management of country-office systems and supervise Heads of Sub-Office
  • Oversee the Country Strategy and develop programmes addressing emerging needs
  • Ensure project compliance with IOM and donor regulations, agreements, work plans and budgets
  • Lead resource-mobilisation strategy, donor liaison and project development
  • Deputise for the Chief of Mission and oversee monitoring, evaluation and programme-team capacity building

Role Requirements

  • Master’s degree in Political or Social Sciences, Law, International Relations, Business Administration or a related field with ten years of relevant experience, or a university degree with twelve years
  • International programme-management experience across emergency, stabilization and development areas
  • Senior management experience with government, UN, regional or international organisations
  • Fluency in English, spoken and written
  • Proven experience in UN systems and crisis contexts

Desired Criteria

  • Working knowledge of Arabic
  • Work experience in the Middle East and North Africa
  • Extensive public-relations and government and diplomatic liaison experience
