Coordinator, Finance and Grants

Provides programme finance and grants leadership for IFRC operations in Ukraine, linking implementation plans with budgets, forecasts, donor conditions and portfolio decisions. The coordinator gives programme teams and partners timely visibility of funding, expenditure and risks, supporting accountable use of resources throughout project delivery and grant closure.

• Develop project and programme budgets that reflect implementation plans, procurement schedules and partner-delivery arrangements
• Prepare costings, budget narratives and financial assumptions for proposals and concept notes
• Maintain rolling forecasts and analyse budget-versus-actual and budget-versus-forecast information
• Track donor-fund utilisation and escalate risks of under-utilisation, overspend, delayed expenditure or expiry
• Coordinate financial planning, fund transfers and expenditure verification with URCS, programme teams and Finance
• Prepare accurate financial information for donor and project reports and explain material variances
• Coordinate budget revisions, cost reallocations and funding-source adjustments with required approvals
• Maintain programme-finance dashboards and advise budget holders on financial risks and corrective actions

• University degree in finance, accounting, economics, business administration or another relevant field
• Minimum five years of progressively responsible experience in programme finance, grant finance, financial planning and analysis or related financial-management roles
• Experience supporting complex humanitarian or development portfolios with multiple projects, budgets or donors
• Experience in budgeting, forecasting, budget-versus-actual analysis, expenditure monitoring and financial reporting
• Experience in institutional donor grant management and partner financial coordination

• Professional accounting, finance, grants or project-management qualification or certification
• Humanitarian, development or Red Cross/Red Crescent training
• Experience with project or grant closure, budget revisions and cost reallocations
• Knowledge of IFRC financial procedures, pledge management and partner-funding mechanisms
