Job Description

UNEP/MAP seeks a home-based expert to update the Resource Mobilization Strategy for the Barcelona Convention's 2028-2033 Medium-Term Strategy. Working with the MAP Deputy Coordinator and Programme Officer, the consultant will assess existing resource mobilisation, map funding opportunities, develop donor communications, and prepare a revised strategy, roadmap and final report for the Secretariat.

Summary of Responsibilities

  • Develop a workplan and timetable for updating the resource mobilisation strategy
  • Evaluate implementation of the current Resource Mobilization Strategy
  • Review funding mechanisms and donors to identify opportunities and processes
  • Map funding opportunities for regional and national priorities and existing instrument timeframes
  • Recommend updates to the UNEP/MAP Resource Mobilization Strategy
  • Develop a donor and partner communication mechanism targeting national agencies and programmes
  • Prepare, revise and submit the updated strategy, implementation roadmap and final report

Role Requirements

  • Advanced university degree in international relations, environmental sciences or engineering, law, or another relevant political or social science area; a bachelor’s degree with two additional relevant years may be accepted
  • At least 7 years of relevant professional experience, including at least 4 years of proven work with donors and institutions on environment and sustainable-development resource mobilisation
  • Fluency in written and oral English
  • Good knowledge of office software

Desired Criteria

  • Resource mobilisation experience in the Mediterranean region
  • Knowledge and working experience on gender mainstreaming
  • Knowledge of UNEP/MAP and relevant programmes of measures or regional plans
