Job Description

Advises WFP Türkiye on legally compliant fundraising and resource mobilisation. The consultant assesses Turkish regulation and fundraising opportunities, maps prospective partners and mechanisms, develops strategy and implementation recommendations, supports stakeholder engagement and materials, transfers knowledge through training, and delivers final recommendations and an implementation roadmap.

Summary of Responsibilities

  • Assess the Turkish legal and regulatory framework governing fundraising and charitable giving
  • Summarise legal requirements, restrictions, approvals, reporting obligations, risks and opportunities for WFP
  • Prepare an options paper on feasible fundraising modalities for WFP Türkiye
  • Conduct a fundraising-feasibility study and map Turkish fundraising mechanisms
  • Benchmark fundraising models used by comparable organisations and develop a database of prospective partners
  • Develop fundraising strategy and resource-mobilisation recommendations for WFP Türkiye
  • Advise on implementation risks, stakeholder engagement requirements and resource implications
  • Deliver training, knowledge products, final recommendations and an implementation roadmap

Role Requirements

  • Advanced university degree, or university degree with experience and advanced training or courses, in political science, international development, development economics or a relevant field
  • At least nine years of postgraduate progressively responsible professional experience in resource mobilisation, private-sector engagement, stakeholder relations, business development, strategic communications, partnership development, international development, corporate affairs or related fields
  • Excellent oral and written Turkish and English
  • Excellent knowledge of the Turkish private-sector environment in food-related areas

Desired Criteria

  • Experience with UN agencies, international organisations, NGOs or charitable foundations
  • Familiarity with resource-mobilisation frameworks for international organisations in Türkiye
  • Knowledge of corporate giving, philanthropy, CSR, ESG partnerships and individual-giving mechanisms
  • Experience translating legal and regulatory analysis into practical business recommendations
  • Knowledge of tax regulations for private donations and public-fundraising law in Türkiye
  • Existing understanding of the Turkish philanthropic ecosystem and key stakeholders
