Job Description
UNESCO seeks a senior consultant in Lilongwe to assess Malawi’s Readmission Policy across three remaining education divisions. Over 20 person-days, the consultant will review policy evidence, conduct qualitative fieldwork and determine how schools, communities and district actors have implemented measures that support learners’ readmission and retention after pregnancy or marriage.

Summary of Responsibilities
- Assess implementation of the Readmission Policy across Central East, South West and Shire Highlands education divisions
- Review policy documents, policy briefs and EMIS annual school-census reports on dropouts and readmissions
- Conduct key-informant interviews with government officials, school managers and teachers
- Facilitate focus-group discussions with learners, community leaders, mother groups and parents
- Assess dissemination, school procedures, prevention measures, community support and stakeholder coordination under the four policy priorities
- Sample primary and secondary schools across the three divisions using the published study guidance
Role Requirements
- Master’s degree in education, development, public health or a relevant discipline
- Five years of practical experience conducting assessment or research studies in public health, adolescent sexual health, comprehensive sexuality education or life-skills education
- Strong qualitative data collection and analysis skills demonstrated by two relevant research-study samples
- Excellent writing skills
