Job Description

Produces comparative assessment of learning outcomes and socioemotional skills for UNESCO programmes in Peru, while operationalising the Reimagina Educational Quality Index Observatory. The Lima-based consultant designs methods, manages education data, analyses 2025–2026 results and transfers dashboards, documentation and technical capacity so partners use evidence for continuous improvement.

Summary of Responsibilities

  • Review previous products, databases, instruments, dashboards and recommendations and design an integrated methodology
  • Create a 2025–2026 source and comparability matrix covering populations, variables, instruments and measurement constraints
  • Identify and validate sources and instruments for 2026 learning-outcome measurement
  • Develop methods and instruments for socioemotional-skills assessment and operational validation
  • Coordinate education-data collection and implement controls for coverage, consistency, duplicates and traceability
  • Process and compare 2026 and 2025 results only where variables and populations are technically equivalent
  • Prepare accessible tables, graphics and dashboard products and present findings to programme stakeholders
  • Transfer the Reimagina Observatory, data resources, codes and technical documentation to UNESCO

Role Requirements

  • Degree in Education, Psychology, Statistics, Economics, Sociology, Social Sciences, Data Science or a related field
  • At least 5 years of general professional experience
  • At least 4 years of experience in educational evaluation, educational-data analysis, applied research or monitoring and evaluation of education or social programmes
  • Spanish as a native language
  • No current contract or appointment with the State

Desired Criteria

  • Completed postgraduate study or specialisation in educational evaluation, learning measurement, psychometrics, applied statistics, quantitative research, socioemotional skills or educational management
