Job Description
IOM Pakistan seeks an independent consultant to conduct the endline evaluation of its border-management capacity project. The assignment will assess relevance, effectiveness, efficiency, impact and sustainability; use mixed methods and triangulated evidence; examine protection and rights issues; and deliver actionable findings and recommendations for IOM, government and donor stakeholders.

Summary of Responsibilities
- Assess planned outputs and outcomes against the Results Matrix and project monitoring information
- Examine project design, interventions and implementation strategies against government border-management needs and priorities
- Apply a mixed-methods, theory-based, utilization-focused and participatory evaluation approach
- Conduct document review, key informant interviews, case studies, field observations and quantitative analysis
- Triangulate documentary, quantitative, qualitative and observational evidence into findings, conclusions and recommendations
- Produce an inception report, data-collection briefing, draft evaluation report and final evaluation package
- Ensure informed consent, confidentiality, data protection, safeguarding and conflict-sensitive evaluation practice
Role Requirements
- Advanced university degree, preferably a master’s degree, in governance, development studies, public policy, international relations, migration studies, social sciences, public administration, statistics, economics, law, governance or another relevant field
- At least five years of progressively responsible professional experience in monitoring, evaluation, research, policy analysis or programme assessment
- Experience designing and conducting independent evaluations for UN agencies, international organisations, bilateral donors, government institutions or international NGOs
- Experience using OECD-DAC criteria and UNEG Norms and Standards for evaluations
- No prior involvement in the project’s design or implementation that could compromise actual or perceived independence
- Fluency in written and spoken English
- Working knowledge of Urdu for stakeholder consultations and fieldwork
Desired Criteria
- Expertise in at least two areas including immigration and border governance, migration governance, migrant smuggling and trafficking, integrated border management, institutional capacity development, border control operations, governance or protection-sensitive migration management
- Knowledge of Pakistan’s migration-governance and border-management institutional landscape, including the Ministry of Interior and Narcotics Control and Federal Investigation Agency
- Working knowledge of Pashto
- Knowledge of Dari where engagement with Afghan communities is required
