Job Description

Provides national technical support to Mauritania's noncommunicable disease programme, working with WHO, the Ministry of Health and partners to review the national strategy. The consultant will analyse programme evidence and data, support technical workshops on WHO PEN and monitoring, and strengthen advocacy, partnerships and multisectoral coordination for NCD prevention and control.

Summary of Responsibilities

  • Review and synthesise scientific literature, reference materials and policy documents on NCD control and risk factors in Mauritania
  • Compile and analyse evidence on implementation of the integrated national multisectoral NCD prevention and control plan
  • Support preparation and delivery of training workshops on WHO PEN and NCD programme monitoring and evaluation
  • Prepare concept notes and reports for the WHO PEN review workshop and the surveillance training workshop
  • Support advocacy, partnership-building and multisectoral coordination activities with the international consultant
  • Prepare a final consultation report covering activities, results, challenges, recommendations and next steps

Role Requirements

  • At least one year of relevant professional experience in monitoring and evaluation of public-health programmes
  • Experience collecting, analysing, interpreting and presenting health-programme data
  • Experience developing, monitoring and evaluating strategic health plans, policies or programmes at national or subnational level
  • Experience working with national health-information systems and health-data management platforms
  • Expert knowledge of French

Desired Criteria

  • Experience in NCD surveillance, risk-factor monitoring and evaluation of interventions
  • Experience collaborating with WHO, UN agencies, government institutions or technical and financial partners
  • Experience organising capacity-building workshops in monitoring and evaluation, data management or performance indicators
  • Knowledge of WHO PEN, PEN+, WHO STEPS and results-based management

  • In-country travel may be required and authorised travel costs will be covered under WHO procedures
