Job Description
IOM seeks a consultant to assess cross-border migration dynamics and border-management capacities in Médouneu and Meyo-Kyé, Gabon. The assignment leads participatory fieldwork, designs data-collection tools, maps infrastructure and procedures, consults authorities and communities, and delivers an analytical assessment, recommendations and presentation to guide migration-governance interventions.

Summary of Responsibilities
- Conduct field missions in Médouneu and Meyo-Kyé to collect qualitative and quantitative information on cross-border migration dynamics
- Develop data-collection methodology and tools including interview guides, focus-group frameworks and observation grids
- Organize participatory fieldwork with border and local authorities, technical services, civil-society organizations, community leaders and partners
- Conduct interviews, focus groups and direct observations with balanced representation of women and men
- Document migration flows, infrastructure, border procedures, staffing capacity and identified gaps
- Develop priority interventions and strategic recommendations at local, regional and cross-border levels
- Produce an analytical assessment report and corresponding PowerPoint presentation
Role Requirements
- Postgraduate degree in sociology, social sciences, political science, law, migration studies, international development or a related field
- At least seven years of experience conducting evaluations, studies or field missions on migration, border management or protection
- Demonstrated experience designing and applying qualitative and quantitative data-collection tools
- Excellent French writing and synthesis skills
Desired Criteria
- Knowledge of the Gabonese context, particularly Woleu-Ntem Province and the three-border area, is strongly desired
