Construction & Operations Regulation Expert

Provides national technical and coordination support for Cambodia’s green-building regulatory framework, translating construction and operational priorities into guidance. The consultant develops inception findings and detailed guidelines, working with UNEP, GlobalABC and government counterparts to strengthen compliance, commissioning, enforcement and resource-efficient building operations.

• Review comparable guidelines and relevant literature to prepare an inception report
• Develop implementation guidance for national green-building construction and operations
• Support compliance monitoring and enforcement pathways for green-building regulations
• Address commissioning and building-operations requirements in practical guidance
• Coordinate technical input with GlobalABC, UNEP and Cambodian government counterparts
• Align guidance with national priorities, institutional arrangements and local stakeholder needs

• Advanced degree in architecture, engineering, economics, environmental or social sciences, or a first-level degree with two additional years of qualifying experience
• At least five years of professional experience including buildings and construction, climate change, energy efficiency or building-operations management
• Fluency in written and spoken English

• PhD in a field related to sustainable buildings and construction
• Experience or exposure to working with international organisations
