Job Description
The Civil Engineer manages and supervises rehabilitation, construction and infrastructure works in Lattakia and Tartous, coordinating design, procurement and delivery with partners and contractors. The role combines technical review, site supervision, quality assurance, HSSE compliance, reporting and project handover for UNOPS infrastructure activities in Syria.

Summary of Responsibilities
- Plan, supervise and manage civil engineering projects from design to completion
- Coordinate rehabilitation, construction and infrastructure activities with the project manager and technical team
- Review design briefs, technical documentation, bills of quantities and cost estimates
- Conduct on-site assessments and inspections to verify construction quality and specifications
- Monitor contractors and implementing partners for quality, cost-effectiveness and timely delivery
- Maintain site records and submit timely progress reports
- Ensure compliance with HSSE policies, environmental safeguards and PSEAH standards
Role Requirements
- Bachelor’s degree or equivalent in Civil Engineering, Construction Management, Structural Engineering or a related field with 2 years of relevant experience
- Master’s degree or equivalent in a listed engineering field with no relevant-experience requirement
- Relevant experience in civil engineering, structural works, construction technology, construction supervision or monitoring
- Intermediate English and fluent Arabic
Desired Criteria
- Professional certification or membership in a civil engineering association
- Experience in multicultural environments or UN system organizations in a developing country
- Experience in development or humanitarian contexts
