Delivers civil-engineering support to UNOPS's Nexus Response Mechanism in Syria, focused on rehabilitating water and irrigation infrastructure for recovery and livelihoods. The engineer will plan and supervise works, review designs and procurement documents, inspect quality and contractor performance, manage HSSE risks and maintain reporting through commissioning, handover and project closure.

• Plan, supervise and manage civil-engineering projects from design to completion
• Support planning, scheduling and implementation of rehabilitation and infrastructure activities
• Review design briefs, technical documentation, bills of quantities and cost estimates
• Conduct site assessments and inspections against UNOPS quality standards and specifications
• Review contractor submittals, progress reports and invoices and recommend payment releases
• Monitor delays, cost overruns, contractor performance and implementing-partner work
• Ensure compliance with HSSE policies, environmental safeguards and PSEAH standards
• Maintain site, inspection, incident and progress records and support commissioning and handover

• Bachelor’s degree in civil engineering, construction management, structural engineering or related fields with 2 years of relevant experience, or a master’s degree in these fields with 0 years
• Relevant experience in civil engineering, structural works, construction technology, construction supervision and monitoring or related areas
• Fluent Arabic
• Fluent English

• Professional certification or membership in a civil-engineering association
• Experience in multicultural environments or UN system organizations in a developing country
• Experience in development or humanitarian contexts
