Supports UNOPS's Nexus Response Mechanism in Damascus with engineering delivery for water and irrigation rehabilitation that advances sustainable recovery and livelihoods. The engineer will coordinate design, construction and procurement, inspect works and contractor outputs, uphold quality and HSSE requirements, and maintain records, risk controls and reporting through commissioning and handover.

• Manage infrastructure works by implementing partners and contractors from design through completion
• Coordinate day-to-day design, construction and procurement activities against timelines and budgets
• Prepare project plans, schedules, progress reports and closure activities with the project team
• Review bills of quantities, cost estimates, technical submittals and construction documentation
• Inspect sites, test works and verify quantities, materials and as-built documentation
• Monitor contractor quality, cost-effectiveness and timely delivery and assess payment certificates
• Identify and mitigate HSSE and community-engagement risks and promote green construction
• Maintain project records and support commissioning, handover, archiving and technical learning sessions

• Bachelor’s degree in civil engineering, construction management, structural engineering or related fields with 2 years of relevant experience, or a master’s degree in these fields with 0 years
• Relevant experience in civil engineering, structural works, construction technology, construction supervision and monitoring or related areas
• Intermediate English
• Fluent Arabic

• Professional certification or membership in a civil-engineering association
• Experience in multicultural environments or UN system organizations in a developing country
• Experience in development or humanitarian contexts
