Job Description

Provides technical and analytical support for sustainable infrastructure work in UNOPS Panama, initially focused on resilient and efficient pavements. The retainer role assesses market and institutional capacity, quantifies environmental and financial impacts, supports sustainability criteria in procurement and pilot projects, and turns evidence into practical reports, training and stakeholder engagement.

Summary of Responsibilities

  • Conduct market research and diagnostics on sustainable infrastructure technologies and materials
  • Compile regulatory frameworks and technical specifications for road infrastructure and pavements
  • Assess institutional technical capacity and recyclable-material management
  • Develop economic analyses of costs, savings and financial efficiencies
  • Quantify and visualise environmental impacts and sustainability indicators
  • Integrate sustainability criteria into terms of reference and tender documents
  • Process technical, laboratory and field data for impact reporting
  • Support stakeholder communication, training and documentation of lessons learned

Role Requirements

  • Secondary school diploma
  • 3–7 years of experience in sustainability analysis, environmental-impact quantification or road-infrastructure project analysis
  • Native Spanish
  • Intermediate English
  • Local Panamanian nationality or a valid Panamanian residence or work permit

Desired Criteria

  • Bachelor's or master's degree in environmental engineering, civil engineering, economics, sustainability or a related field
  • Experience calculating CO2-reduction metrics and financial efficiencies for infrastructure projects
  • Technical knowledge and practical experience with sustainable asphalt alternatives
  • Knowledge of Panamanian road-construction regulations, Ministry of Public Works standards and public-procurement frameworks
