Overview

Supports Albania’s development of an EU-compatible Land Parcel Identification System by coordinating pilots, stakeholders, data sources and technical requirements. The specialist advises national institutions on system design, integration and implementation.

Responsibilities

  • Refine implementation planning for the Land Parcel Identification System component
  • Coordinate national authorities and stakeholders and support the project manager with stakeholder management
  • Define system objectives and align them with national plans and European Union requirements
  • Set up and coordinate pilots, including data-sharing agreements and institutional memoranda
  • Develop technical specifications and operational requirements aligned with European Union and Common Agricultural Policy standards
  • Map cadastral, land and satellite data sources and assess integration needs
  • Support selection of an appropriate system model and its integration with national systems

Requirements

  • Advanced university degree in agricultural engineering, GIS, geography, information technology or a related field, or a bachelor’s degree plus two additional years of relevant experience
  • At least five years of experience working on agricultural policy
  • At least five years of experience working with national authorities and government agencies
  • Familiarity with European Union agricultural regulations, the Integrated Administration and Control System and Land Parcel Identification Systems
  • Fluent English and Albanian
