Overview
Supports Albania’s development of an EU-compatible Land Parcel Identification System by coordinating pilots, stakeholders, data sources and technical requirements. The specialist advises national institutions on system design, integration and implementation.

Responsibilities
- Refine implementation planning for the Land Parcel Identification System component
- Coordinate national authorities and stakeholders and support the project manager with stakeholder management
- Define system objectives and align them with national plans and European Union requirements
- Set up and coordinate pilots, including data-sharing agreements and institutional memoranda
- Develop technical specifications and operational requirements aligned with European Union and Common Agricultural Policy standards
- Map cadastral, land and satellite data sources and assess integration needs
- Support selection of an appropriate system model and its integration with national systems
Requirements
- Advanced university degree in agricultural engineering, GIS, geography, information technology or a related field, or a bachelor’s degree plus two additional years of relevant experience
- At least five years of experience working on agricultural policy
- At least five years of experience working with national authorities and government agencies
- Familiarity with European Union agricultural regulations, the Integrated Administration and Control System and Land Parcel Identification Systems
- Fluent English and Albanian
