Access to Justice Consultant, Soim Wokabaut: EU Gender Based Violence Referral Pathways ProgramNew

Strengthens survivor-centred, gender-responsive medical, legal and police responses to violence against women and girls in Papua New Guinea. The consultant assesses institutional and referral-pathway gaps, develops medico-legal capacity materials, trains service providers and Village Court officials, and delivers action plans, evaluation tools, reporting and sustainability recommendations.

• Consult police, justice, health and civil-society stakeholders on referral pathways
• Assess institutional capacity, service gaps and survivor-support referral practices
• Develop a capacity-strengthening package on evidence, documentation, consent and human-rights standards
• Facilitate workshops for medical, police and legal service providers
• Develop and deliver evaluation tools and training modules for medical workers and police
• Produce a final report with achievements, lessons, recommendations and a sustainability plan

• Master's degree in law, human rights, gender or women's studies, international development, social sciences or a related field, or a first-level degree plus two additional years of qualifying experience
• Minimum 10 years of progressively responsible experience in legal support, gender equality and women's empowerment with a focus on ending violence against women
• Excellent verbal and written English

• Experience with PNG health or justice-sector SOPs, training manuals or legal frameworks
• Knowledge of the Family Protection Act, SARV National Action Plan and National GBV Strategy
• Experience with government agencies and the UN system
• Courtroom advocacy experience as a qualified legal practitioner
• Tok Pisin language skills
