Job Description
Supports UNESCO’s Kabul education programme to deliver technical and vocational education, skills certification, literacy and employment interventions under the EERA and HCJ projects. The officer coordinates implementation, monitoring, partnerships and inputs for skills-system strengthening, helping improve training relevance, quality, certification and pathways to work for Afghan learners.

Summary of Responsibilities
- Support implementation of project workplans, budgets and results frameworks in line with UNESCO procedures
- Liaise with implementing partners, service providers and technical consultants on skills programmes and assessment pilots
- Track activity progress, identify bottlenecks and coordinate follow-up on monitoring and complaints mechanisms
- Contribute to narrative and financial reporting and document lessons learned
- Support the Skills Certification Framework and administration of the Skills Fund
- Organise consultations, learning events and technical meetings
- Coordinate with UNESCO teams, UN agencies, NGOs, community representatives and technical bodies
Role Requirements
- Bachelor’s degree in education, social sciences, development studies or a related field
- At least six years of relevant experience in education, literacy, skills development or similar fields
- Experience in technical and vocational education and training in Afghanistan, competency standards, curriculum development and competency-based assessment and certification
- Excellent command of English and proficiency in Dari or Pashto
Desired Criteria
- Skills-fund management and monitoring experience
- Community-based literacy and livelihood-development experience
- Training TVET trainers, assessors and verifiers
- Setting up TVET quality-assurance mechanisms
