Job Description
Develops and supports a geospatial AI system for Odisha’s Demographic Intelligence Unit, translating demographic reporting needs into data-driven policy tools. The consultant coordinates government, technical and research partners, improves the platform through user feedback and quality assurance, and advances policy work on migration, ageing, disability and digital innovation.

Summary of Responsibilities
- Develop strategic and implementation plans for using geospatial technology with demographic reporting data
- Coordinate technology partners on the design and layout of the geospatial DIU interface
- Translate stakeholder requirements into use cases and technical requirements
- Support procurement of satellite images, open maps and relevant datasets for research partners
- Run analytics and tailor reports for different project user groups
- Collect user feedback and coordinate quality assurance, testing and platform improvements
- Develop policy frameworks and background papers on migration, geriatric health and disability
- Support blockchain and learning-management-system innovations for Digishakti initiatives
Role Requirements
- Master’s degree in Data Science, Machine Learning, Artificial Intelligence, Geospatial studies or a closely related field
- At least three years of experience in comparable programmes or projects
- Proficiency in Python, QGIS, ArcGIS and open-source applications for Earth Observation analytics
- Proficiency in TensorFlow, Keras and PyTorch, including deploying recurrent and convolutional neural-network models
- Fluency in written and spoken English
Desired Criteria
- Experience with government or UN agencies
- Exposure to open innovation systems, research coordination and open data platform design
