Job Description

Supports countries in the Eastern Mediterranean Region to prevent and treat mental health, neurological and substance-use disorders. The officer develops evidence-informed policies and action plans, strengthens surveillance and coordination, advances regional initiatives on substance use and mental health in emergencies, and mobilises resources for effective, rights-based public-health responses.

Summary of Responsibilities

  • Support Member States to develop mental-health and substance-use policies, legislation, strategies, action plans and surveillance systems
  • Provide technical advice to civil society and other entities on public-health problems related to mental health and substance use
  • Strengthen regional coordination and implementation of the substance-use flagship initiative
  • Support implementation of the regional mental-health and psychosocial-support action plan in emergencies
  • Prepare project proposals for regional, national and global donors
  • Develop technical documents, briefing notes, meeting reports and information products

Role Requirements

  • Master's degree in psychiatry or clinical psychology
  • At least seven years of international experience developing and implementing mental-health and substance-use prevention and treatment policies, strategies and action plans
  • Expert knowledge of English

Desired Criteria

  • Doctorate or certification in mental health, substance-use disorders or addiction medicine
  • Experience in developing countries
  • Experience with UN bodies or NGOs working on mental health and substance use
  • Intermediate Arabic or French
