Job Description
UNEP seeks a Technical Coordinator in Baku for Blueing the Caspian Sea. The consultant leads the regional unit, coordinates Component 3 activities, develops terms of reference and communication strategy, reviews assessments, convenes stakeholders and training events, manages contracts and records, and monitors results, safeguards, expenditures and closure reporting.

Summary of Responsibilities
- Coordinate Component 3 technical activities and outputs
- Develop technical terms of reference and communication strategy
- Review regional assessments and knowledge-management outputs
- Lead stakeholder consultations, training events and roundtables
- Manage contracts, procurement plans and documentation
- Monitor implementation, safeguards, expenditures and completion reporting
Role Requirements
- Advanced degree in environmental management, environmental policy, international relations, sustainable development or related field
- At least seven years of experience in regional cooperation, project management, environmental governance or comparable development work
- Fluency in English
Desired Criteria
- Large-project coordination experience is desirable
- Marine, coastal, transboundary-water, biodiversity or climate-resilience experience is desirable
- Russian is desirable
